DISCARD rules to the outside world (since they cause later rules to be
skipped entirely).  Eg. a discarded sender receives OK on any RCPT TO,
whereas an allowed sender sees usual recipient/relay restrictions.

This has always been the case with DISCARD tactics and is part of the canonical argument against using DISCARD: it gives senders false indications of success, such that innocent (false positive) bystanders get no clue of any trouble.
