That's not really relevant to an event like that described by the original poster, where the response specifies a particular cause.

SpamAssassin does not (CANNOT) do that. In addition, the TxRep (previously AWL) subsystem in SA is not responsible for gTLD reputations generally, it is very narrowly targeted at using the mail that the specific local system has seen recently to guess at whether the current message is coming from a specific sender with an established local scoring history.
