The Postfix definition of an idle connection is that the client
sends no command.
The default 'idle' timeout is:
smtpd_timeout = ${stress?{10}:{300}}s
That means 300s by default, and only 10s under 'all ports busy' conditions.

smtpd_timeout` DOES CONTROL idle connections.
Perhaps you have a different defintion of 'idle'.
