Just for info if anyone else runs into this.
I believe I fixed it. For some reason the log mentions [email protected] <mailto:[email protected]> frequently. I added that address to the transport map and now the loop seems fixed, and only sends one email. Tlsrpt reporter is configured as [email protected] <mailto:[email protected]> and the emails come from that address. But the log says [email protected] <mailto:[email protected]> for active queue.
