If you add a header Foo: before stripping instances of header Foo:,
then it is not a surprise that your added header is stripped, too.
What may work:
Use a Milter to strip all existing instandes of Foo:, and when the
Milter receives an end-of-header signal, add the Foo: that you need.
Milters can be implemented in many programming manguages, but there
unavoidably is some programming involved.
