The reject notice is about non-use of TLS, not non-use of a TLS client
certificate. If you enable client TLS, the highest mutually supported
TLS protocol version will be negotiated, presumablky TLS 1.3 these days.
Client certificates are very rarely needed, and never needed if you're
not sure whether you need them or not.
