I'm not sure if it would cause your problem, but I have square brackets
around mine, so try:
 
smtp_fallback_relay = [smtp.3g.com]
 
  

Does the machine know how to resolve smtp.3g.com when on the 3G link?
You could try setting it to an IP to test its not DNS related
