It does not apply to clients can send XCLIENT, but it should apply to the clients that are being impersonated with XCLIENT. Once a client is impersonated, the smtpd_authorized_xclient_hosts setting is re-evaluated, and the session runs as if the client just connected (except that an already negotiated TLS session is kept).
