Spamassassin et al will record a positive score for messages with no subject - this is very low by default, although you can alter the rule if you like, obviously.
But since no RFC requires this header to be present, it would be unwise to reject on this and nothing else.
I frequently send mail without a subject, if I send myself or a colleague some pictures or an attached file, or whatever.
