That depends on whether the problem description is correct. If 100
parallel deliveries of a given message result in timeouts to all
destinations (rather than just slower delivery) due to the lower
bandwidth available to each channel, then a narrower channel will
likely make things worse.

Yes indeed. In fact, I can't think of a scenario where rate-limiting e-mail traffic would help with e-mail operation. It would potentially help other services attempting to share the same network capacity as the e-mail server, of course.
