As required by RFC the Postfix SMTP client will try another MX
host when it receives a 4xx greeting.

Postfix limits the number of MX hosts to try.

When all greetings fail with 4xx or whatever then Postfix will
suspend deliveries.

Therefore, you are talking out of your exhaust pipe when you
claim that Postfix keeps trying.
