This describes smtpd_mumble_restrictions, where "permit", "defer",
"reject", etc. may appear in a LIST OF THINGS.

This describes accesss(5) maps, where "ok", "reject", "defer",
"discard", etc. may appear at the START OF AN ACTION; some of these
can or even must be followed by parameters for that command.

Additionally, accesss(5) maps allow a LIST OF THINGS that can 
appear in smtpd_mumble_restrictions.
