Meaning the compatibility level is not set the requisuite minimum
value.  This applies whether or not the relevant parameters have
been explicitly set.

Okay, I think I understand now. I interpreted this message as an 
indication there were still variables set to defaults from older versions.

I'll update the compatibility_level variable.
