You can use reject_non_fqdn_helo_hostname in the smtpd_helo_restrictions parameter. For example:

smtpd_helo_restrictions =
    permit_mynetworks
    reject_non_fqdn_helo_hostname
    reject_unknown_helo_hostname
    permit
