Setting amavis content_filter in main.cf

I am reading the amavis-new readme for postfix.

It almost reads like main.cf should have:
content_filter=amavisfeed:[127.0.0.1]:10024

rather than how I see it all over in master.cf.  Its presence as an 
option in master.cf is very inconsistent.

Are there services in master.cf that should not have a content_filter to 
amavisfeed?
