That same text plains the order. Look for smtpd_delay_reject.
With smtpd_delay_reject=no, each rule ie evaluated when the
corresponding command is received. With smtpd_delay_reject=yes,
these rules are evaluated after receiving RCPT TO, but still in
the SMTP protocol order.
