Thanks Matus And Wietse.. it seems hardcoded into the C source... so there is
nothing to do via conf parmenters.

I guess he wants to replace the "too many connections from" with customized
text.
this seems to be hardcoded in sources and I think it's not wise to replace
it.
however it can be enhanced with smtpd_reject_footer e.g. to provide
localized message:
