Modern versions of openDMARC can and should be built with dependency on libspf2, so would never use the very old internal spf code, and instead use libspf2 'under the hood' when set to do spf itself. To test for this:
ldd $(command -v opendmarc)|grep libspf2 I have found it very reliable, and it plays nicely with opendkim.
