when secondary MX server forwards messages to primary MX, how can I
setup SPF policy to make them not breaking SPF?

its not clear if its outbound mx or inbound,

MX is inbound by definition.
Even the OP describes that it passes mail to the primary.

but postfix mynetworks

should have backup mx ip on primary, so postscreen and check policy is skipped for mails from internal networks

Postfix should skip SPF checking when receiving mail from backup MX, the backup MX server should validate SPF instead.

While this can be achieved by configuring mynetworks and skipping SPF/policy checks for mynetworks sources, it's different issue.
