Could you perhaps set up the apostrophe as a(n additional) macro
trigger key?
You could then have 'a and 'e and 'i and 'y etc. translate to a *Keys
{Alt}{N0}{N2}{N2}{N5}{Alt} sequence.
I use `aa, `eg, `uu, etc. for �, �, �...
