Apparently most programs that send key to other windows use a facility
called Journal Hooks to do it. Journal Hooks do not work in Vista
without running as highest privilege administrator. There is another
way to send keys besides journal hooks called SendInput. When that is
used in an application run under Vista, the initiating app can only
send keys to windows of lesser authority than itself. So pretty much
still needs to run as Administrator.

You could try setting up PowerPro to run with Administrative privilege
and setting the sec pol back to normally run as standard user. It
might work.
