Put the 9.x install CD in the CD-ROM drive on the computer and boot from it.
It will boot a barebones OS 9 and then take you through the installation
process.

I've clean-installed systems from 8.0 to 10.1.4 on a 3400c. There's no trick
to it (except for OS X, of course...).

BTW, the original PowerBook G4 shipped with OS 9.1. I think the last Pismos
did, too.
