I've had about the same success or lack of with my PTP 250 w/OS9.2 using Toast Deluxe and a Yamaha burner.
I have a nice PDF tutorial I downloaded somewhere with step by step instructions for making a bootable disk with Toast.
If anyone wants it I can mail it to you and maybe there's something I'm missing that you can figure out.

May be an issue with the Toast version and machine ROM version? I made bootable versions of 8.6 and 9.1 using Toast 5.1 for my PTP and it worked fine.
