I finally had some luck with a 12X Apple branded, plain Jane in a older PTP, even when the stock CDROM from a PB180 wouldn't work for boot. And it was definitely nice to have a bootable CD, albeit slow. I used none but the stock Mac driver (OS9).
Much of the time, however, I needed to boot with the Command-Opt-Shift-Delete combo as it was sporadic about just recognizing the "C" key.
Sure don't know why it wouldn't be worth a try...
