At SSES, we do have a model for comparing the projected work with our number of techs for that work week. But our schedule variability generally causes deltas.
For outage, we do a macroscopic look at the outage scope, and try to assign an appropriate number of techs to our several outage control points. We do modify that loading based upon priorities set by the OCC.
