First of all, we are a PWR.  We do not have issues with radiation exposure 
outside our RCA.

1) Yes we allow TLDs to go home, although we are evaluating that decision at 
this time.

2) We use a vendor for processing.   The majority of our TLDs are worn by the 
worker and removed from site.  For these we use a blended, calculated control 
value for each element.  The values were calculated using a blended daily 
contribution for our site background and an average daily contribution from 
offsite.  Our site numbers are well known, stable and understood.  Our off site 
numbers vary greatly depending on where a person lives.  We use an average of 
that data.  We used a limited study of our new TLDs and our Environmental TLD 
data to determine the offsite average.  We have a much larger background study 
in progress now.  I suspect it will continue to show the wide variability 
across our offsite area.
Neutron TLDs and ISFSI TLDs remain on site and our site controls are used for 
these TLDs.

3) Because of the difficulties associated with background, it’s very important 
to scan for false positives (people who didn’t go in the RCA or got no 
estimated dose and TLD is above LLD) and false negatives (people who got 
estimated dose above a threshold and the TLD is below LLD).   In the example 
given, we would write an evaluation where the estimated dose (none) and DLR are 
reviewed.  In this instance, an official dose of less than LLD would be 
assigned because no RCA entries were made.
