  I think this really depends on what was meant by
supposed.  It is the expected behavior at this point.
But, several of Intel's P4 designers lost their jobs
over this problem.  So, I think it is safe to say
that it was not really supposed to get this hot.  The
P4 does a great job on the Mersenne project, but they
are power and heat pigs.
  I don't have a real P4, myself.  My fastest Intel system is a
Celeron(not D) 2.4GHz and I have several socket 370 systems.  Every time
I think about a faster Intel CPU, I get turned off by the crazy prices.
