I feed very active mailing-lists into my news-server, then read them as if they
were newsgroups.  If you don't run your own news-server (and probably not that 
many people do :-),
http://gmane.org will do it for you.  
Also, most modern email-readers support some minimal sort of threading.

Well, on an active mailing-list, they would be asked to take such discussion 
off-line. Or
people would individually killfile those participants.

I don't know to be honest.  I suspect you're right, but I don't really 
understand
the popularity of webforums over mailinglists and newsgroups. 

I suspect another thing that makes gating difficult is the lack of 
email-addresses
in the forum.  Which is perhaps what makes them attractive - anonymity?
