The flip side to that question, and maybe this would be best served through
the Transaction and Code Set workgroups.  

If some providers send the SSN and other providers send an Id and keeping in
mind the Professional Implementation Guide X098 for example, allows only MI
or ZZ as the Subscriber Id qualifiers in NM108, what then?  MI is intended
for use with a payer assigned number (CA Id), ZZ for the National Id (TBD).
There is no mention of SSN, an unfortunate oversight in my opinion.
Remember NM108/NM109 is situationally required if NM102 is a person '2'. In
theory, you would have to meet the syntactical requirement and populated the
NM109 with the SSN otherwise risk failure during the ANSI / HIPAA compliance
checking process.  

I invision at least for some period of time we'll still continue to use SSN
in our internal processing.  That would mean developing a cross reference
table that would house both SSN and Id and along with that logic to assume
id unless the number is equal to 9 bytes and then it may be an SSN therefore
we would have to do some name matching as well, and then...  this could get
ugly.

Just as a point of clarification the State of CA has or is in the
process of banning SSN from any type of printed card because of identity
theft issues.  The State of WA has banned State Univ and colleges from
using SSN as an ID.   I think you will see other states with similar
legislation regarding SSN.
 
There were US Senate hearings this past spring on a national id and most
people gave it no chance of happening for political reasons.  There
might be a back door to a national ID if federal legislation is passed
for standardized state drivers licenses.

I also want to ask the industry the question on member identifier. 
Currently we do print member SSN on the card as all other plan do.  In
addition to that, we do assign unique number for each member and
currently for internal use only. 
As we all know, the Individual Unique Identifier is not finalized yet
under HIPAA at the current moment. With all this HIPAA environment
(Privacy and standard transactions) starts influenzing how we do
business, where is the industry moving currently in term of the
identifier used to identify member? Is the industry Move away or keep
the SSN? Unique number assigned by the organization/health plan? 
This new issues will change the way the member cards are issued and the
code are mapped.
