Fify,

Just as a point of clarification the State of CA has or is in the process of banning SSN from any type of printed card because of identity theft issues.  The State of WA has banned State Univ and colleges from using SSN as an ID.   I think you will see other states with similar legislation regarding SSN.

 

There were US Senate hearings this past spring on a national id and most people gave it no chance of happening for political reasons.  There might be a back door to a national ID if federal legislation is passed for standardized state drivers licenses.

I'd like to thank you all for previous responses.
I also want to ask the industry the question on member identifier.
Currently we do print member SSN on the card as all other plan do.  In addition to that, we do assign unique number for each member and currently for internal use only.

As we all know, the Individual Unique Identifier is not finalized yet under HIPAA at the current moment. With all this HIPAA environment (Privacy and standard transactions) starts influenzing how we do business, where is the industry moving currently in term of the identifier used to identify member? Is the industry Move away or keep the SSN? Unique number assigned by the organization/health plan?

This new issues will change the way the member cards are issued and the code are mapped.
