I have to convert several hundred tiff files into jpegs which must not exceed 1.5 Mb. Is it possible, in PhotoShop, to make an action to do this and then batch process them?
I don't know if this helps, but if you go 'Save for Web' in Photoshop, there is a small pull-down menu on the extreme right-hand side of the dialog, in which one of the options is "Optimize to file size..." and if you choose this, you get another dialog where you can enter the target file size. You can also name and save the "Save for Web" setting that you use, so I'd imagine that there's something in that lot that you could put into an action.
Be aware, though, that a JPEG saved for Web is not quite the same as a standard 'Save as JPEG' in Photoshop; I think it has stuff stripped out of it to achieve maximum optimisation for Web. Nothing that will affect image quality, but I think the Resource fork is stripped. Perhaps someone else here knows more about that than I do...
