If budget is major consideration I suspect the pci ide raid card will be the
cheapest.  Maplin (WF84F UltraATA133PCI RAID)  seem to offer reasonable
prices on their pci cards (UKP20) - although I have found XP pro disk
management with a 3rd party IDE raid device to be challenging on occasions.

SCSI will cost you more - but (in my experience) is a more stable
proposition.  Adaptec SCSI Card 29320-R is a good hardware based raid
solution - but at circa UKP250 is no bargain.

Sorry no experience of serial ata - but would be very interested in others
experience...
