Nick Have you tried moving the monitor elsewhere? I had such a problem once and it turned out the monitor was picking magnetic fields generated by static from the pipelines and from other electric lines within the walls. Just moving the entire desk with computer, monitor, scanner etc, away from that wall, solved the issue.There was also some relation with the electric line I was feeding the monitor from, so plugging in another line might also help.
