[PRODIG] weird PS CS behaviour

(G5 OS10.3.2) Occasionally I get weird banding (I think when opening a 
Fuji S2 Raw) in CS. It looks like the PSD file has been saved at jpeg 3 
quality and the banding is present in the colour dialog box. The saved 
file is unaffected and reopens without banding. Screen resolution and 
colour depth in system prefs are ok. Only a complete restart sorts it.  
Also (and unconnected I think) the language of the machine changes 
frequently from UK to USA or French. Any ideas?
