Bizarre if you ask me - seems to be a decision made on a whim by whoever's
on the check-in desk...
Airline rules are very strict and completely arbitrary. The safe way to transport kit is to expect the worst, use plenty of bubble wrap, carry backup and be nice when charged for excess baggage (might get a discount). BTW, the neck of a tripod is quite a high stress point, so I always take the head off.
