Rough guess. Which way are they opening the files? Are they copying to their hard drive and then using 'get image' in quark? Its a long time since I've used Quark but I used to have to say some magic words first;-) Only joking. I found that if I turned on my printer after turning on my computer it made a difference. Also if I had printed a low res dummy earlier I had to turn everything off and start again.

I think you are right compounded by PS 5 (that they used to check it with) is also too old.
I have never had this problem before, because I almost always supply jpeg as 72 ppi.
