I had a similar problem soon after installing PS CS.
I called Adobe and they suggested a known issue.
Check your System Preferences > Date and Time > Time Zone. Mine had been changed somehow to 'Cardiff-Wales'. Changed it back to 'London-England' and everything was fine.
