To know that there is conflicting information and to knowingly disregard information that fails to advance the result you want is most certainly a lie. You are describing what would be called an "honest mistake". All testimony from those involved has established that there was conflicting data; this data that didn't support the Iraq invasion was suppressed and not given to Congress before they voted.
