Not really. The default keyboard setting for a product sold in America 
was Albanian.
This lad is not trained as a user, is not paid to be a user. MS 
engineers are trained and paid to design good user interfaces.
And in my book a good interface is one that will not permit a user to go 
wrong, and if he does will permit an easy recovery.
