James,

We have 4 of the ScanSnap series in the office here. It was interfaced with
VFP to handle where and what to do with the scanned file.

I don't have access to the code. 
I do recall we wanted an active VFP executable to receive notification when
the page(s) were scanned. We used information from Maurice De Beijer (source
available here: http://www.universalthread.com/ViewPageArticle.aspx?ID=278)
. We specifically used the ROTServer code to register an object running in
the current VFP application as a COM object. The ScanSnap software needed to
be configured to use that object. The VFP application needed to be run as a
local administrator one time to allow the registration in the registry to be
created initially.

There is another option, if memory serves, you can launch an application
after the scan is completed.
