I don't want to go that route which is why I'm asking

Detach the hard disk from that infected PC, attach it to a clean PC , then
scan the recovery partition in that hard disk. Viruses usually would not
infect a recovery partition!

Phone the manufacturer of that infected PC, asking for a recovery DVD.

If both options failed, I would suggest asking a fan with MSDN membership to
download the ISO of that infected PC's Window$ (usually OEM version), and do
a clean install using the product key.

When all 3 options were not applicable, phone Micro$oft and beg for mercy
and solutions. :)
