Right,  the UN would be an organization in which each country had 
representation.  The UN would then be concerned with resolving 
international disputes, generally guarding basic human rights, and 
encouraging responsible stewardship of our planet.  The UN would need to 
respect the sovernty of each country to make thier own laws, religious 
customs, justice system, and provide their own military forces to 
protect against attacks from enemies like neighboring countries, etc.
