The officers actions can not be defended. It was mild brutality, but
brutality just the same. An officer should never use force unless
threatened. As a matter of fact we have even reduced our force response to a
"force level continuum". The underlying theory is that an officer will
always respond with force that is one level greater than that which is being
used against the officer. Offender uses aggressive language, the officer
uses presence and voice commands. The offender puts or attempts to lay hands
on the officer, the officer can use pepper spray, a night stick, grappling,
judo, pressure points, holds, etc. and so it goes all the way up to lethal
action.

Hi John,

Well, what they *did* do was suspend him and the chief. I don't think 
they will be fired forever, though.

Doesn't look to me that he kicked him all that hard. Had he done so the 
guy would still be in the hospital or maybe dead.
