I think I solved my server status issue...
Checkout http://support.microsoft.com/kb/249716 to get the Time and Date on a 
remote server using an API called NetRemoteTOD.
I tested the included code against my server and all appears fine and this is 
exclusive of the users rights.
If I get a time and or date back the server is up. If I get back an error code 
the server is not available.
The only glitch I see is that is will sometimes return a not available when it 
is. So I guess I will try it multiple times before I quit.
Now if I can only get the scouts to authenticate using their correct data I 
will be all set...

I guess that you could write a text file to that server and then read
it back as a test?
