I saw a friends computer begin to have problems like this. He had a DLL 
file in his Windows\System32 folder that got into every process. It was 
downloading, when it got connectivity, viruses and preventing many 
programs from running correctly. The DLL was named ALL_DLL.DLL. We found 
it was in every process using the Process Explorer from SysInternals.
