I do have this option - and yes, running I'm running from a notebook and it is unavailable too.

Not the video card. Right Click the Desktop, Screen Resolution, Advanced Settings, Monitor tab. You might have a "Hide modes that this monitor cannot display" option. My laptops do not allow this to be changed. My desktop does.
