Sorry for jumping in late in the game (off the hook busy), but the GDIPlus.DLL 
is required for the VFP runtimes. Some of
the most queried entries on the Visual FoxPro Wiki is the VFP runtime entries:

I also noticed you are not running the latest VFP 9 SP2 runtimes. Build number 
is: Visual FoxPro 09.00.0000.7423 for

This includes the latest hotfixes for a reporting problem.
