Linear representation doesn’t necessarily minimize the resulting expression (it 
can contain “superfluous” space characters, for example, and “unnecessary” 
parentheses). In other words, 5!:5 retains some presentation-layer features, 
which are generally helpful, but distracting in a code golf context.

Try reducing both expressions to the minimum required to retain their function. 
My count comes out the same as Marshall’s (21 for his thing, 22 for my 
derivative of your function).

That said, if we’re going to actually play Jolf, we might get some nice 
side-effect benefits doing it publicly on codegolf.stackexchange.com . For one 
thing, more exposure for our little language….

If I get time later today or this week, I’ll try posting this as a puzzle. The 
time required is more a function of (a) making sure that the puzzle is not a 
duplicate (SE’s search function is not the best) and (b) making sure to present 
it in an interesting way.

If anyone else wants to take a whack at posting, that’s fine by me too.
