Some quick googling about this error turned up:
http://p2p.wrox.com/topic.asp?TOPIC_ID=4061
which advises:
Go to C:\Inetpub and right click on wwwroot and click
on properties. find the 'security' tab. Add yourself
to the list along with computer_name\users and make sure
you (not users) have full control. Make sure users has
read & execute, read, and list folders.
That discussion appears to apply to Windows 2003. It links to this MSDN
article for the analogous solution on XP:
http://support.microsoft.com/default.aspx?scid=kb;EN;271071
Let us know if this solves the problem.
