I also found some info about a possible error in that 500-100.asp file. I modified that security tab for the localstart.asp file without success.
It seems that it's a windows problem anyway.
I would like to know if anybody succeeded with that "silly" IIS 5.0 or do I have to upgrade to 6.0 or better to forget it and use Apache under Windows XP.

which advises:

   Go to C:\Inetpub and right click on wwwroot and click
   on properties.  find the 'security' tab.  Add yourself
   to the list along with computer_name\users and make sure
   you (not users) have full control.  Make sure users has
   read & execute, read, and list folders.
